Lest there be any doubt of his fallen state, all we need to do is look at what he did after exiting the ark. In terms of his obedience: yes his obedience is to be acknowledged Noah is in Hebrews 11 ; however, no amount of obedience can undo our sin condition.

If it were me, the response would be that God did not make a mistake—people sinned against Him and received their due judgment. That is what the flood is about. But by grace, Noah was saved. Notice, in the instructions that God gave, Noah was to build a door in the side of the ark. Just one door. This one door is the only door through which any humans or any animals could enter into the ark. There are representatives of every kind of animal present, and they all have to come through this one door. Other Scriptures tell us that Noah preached to those around him, and presumably, they too could be saved, but they needed to enter in through this one door.
Everyone came through the one door on the ark. God commanded Noah to build an ark a large, rudderless ship and to take his wife, three sons, and three daughters-in-law into it, along with a pair of each of the Earth's animals.
When Noah had done so, God sent forty days and forty nights of rain, until the entire globe was flooded and all living creatures were drowned. When the rain ended, Noah released a dove from the ark. When it returned with an olive branch in its beak, Noah knew that the waters had receded and that he and his family could begin a new life. After the ark came to rest on Mount Ararat , and Noah and the other people and animals left it, God set a rainbow in the heavens as a sign that he would never again destroy the world by flood.
